Open Request for Ideas: Webform for State/District NTEP

TIFA seeks innovative ideas to overcome obstacles in identifying and treating TB in India. By funding local solutions, TIFA ensures that TB interventions respond to state, district, and community needs. We encourage state and district NTEP programs to propose ideas that address National TB Elimination Program priorities in a sustainable and scalable manner.

What is a “request for an idea”?

The Tuberculosis Implementation Framework Agreement (TIFA) project invites state and district NTEPs to submit concepts for interventions aimed at addressing challenges to achieving India’s tuberculosis (TB) elimination goals. State or district NTEP programs can submit an idea by completing a form on this site. Requests for ideas are reviewed periodically and will be discussed with the Central TB Division (CTD). If CTD determines that an idea aligns with the NTEP’s strategic objectives, addresses a known problem or issue, and is practical to implement and scalable after a 12-month investment, TIFA will contact the state to refine the idea and identify an implementing partner through a competitive process.

How often are submissions reviewed?

Submissions from states and districts are reviewed on a rolling basis. Typically, TIFA reviews ideas monthly and will contact the state if clarification is needed.

Who will be funded?

As per Indian government law, TIFA cannot fund state or district NTEP’s directly. If an idea is selected for funding,TIFA will work closely with the state or district to finalize the scope of work. TIFA will then issue a request for application (RFA), welcoming implementing partners to submit bids. The state or district will participate in selecting the successful applicant. TIFA will provide funding to the selected non-governmental organization (with FCRA status) or a private organization to conduct the work in close coordination with the state or district.

What are TIFA’s submission criteria and review process?
  1. All proposed ideas must be submitted by state or district NTEP programs and will be shared with the CTD and USAID for review.
  2. If CTD and USAID determine that an idea is eligible for TIFA funding, TIFA will contact the state to refine the concept so that the scope of work can be included in a competitive request for the application (RFA) process. This process will identify a partner to lead the intervention in close coordination with the state or district NTEP. CTD and USAID, use the following criteria to assess ideas:
    1. The idea aligns with the National TB Strategic Plan.
    2. The idea fills a gap or proposes an innovative solution to overcome a known challenge to TB elimination in the state or local geography.
    3. The idea aligns with CTD and USAID priorities.
    4. Scalable results can be achieved after 12 months of implementation.
    5. Sufficient funds are available to support the idea.
  3. TIFA and/or CTD may ask states or districts to provide additional information,  present their ideas, or participate in discussions with the CTD and USAID as part of the submission review process. If the idea is selected for funding, the submitting state or district will participate in finalizing the scope of work and assessing applicants to conduct the work.
