1. What is the TIFA project and its role in India?

The Tuberculosis Implementation Framework Agreement (TIFA) is an eight-year (2019-2027) project funded by USAID. TIFA operates in up to 24 high-burden TB countries prioritized by USAID. In India, TIFA supports the National TB Elimination Programme (NTEP) to achieve India’s goal to end TB by 2025. TIFA awards grants and contracts to local partners to implement interventions across India that support NTEP in achieving its strategic priorities.

2. What is the objective of TIFA in India?
  1. To provide an effective/efficient mechanism offering direct support to government, NGO, and private sector partners to implement catalytic activities responsive to NTEP’s goals. 
  2. To accelerate progress towards NTEP's 2017-2025 strategic priorities end TB.
  3. To leverage and advocate for additional domestic resources for TB from the public and private sectors. 
3. How does TIFA support TB elimination efforts in India?

TIFA works closely with the Central TB Division (CTD) of the NTEP and USAID/India to provide sub-awards that assist the Government of India (GoI) in achieving a TB-free nation.

4. What is TIFA Bharat?

TIFA Bharat is a web portal introduced by TIFA to support fair and open competition for TIFA funding. It provides a space for organizations to respond to requests for proposals and submit applications for funding that promote innovative ideas/solutions to meet the challenges faced in achieving the National TB Elimination Programme’s TB objectives.

5. How does TIFA Bharat promote localization? 

TIFA Bharat promotes localization by offering an India-based website that makes funding opportunities publically available to entities in India. The site can be read in English or in Hindi, though all submissions must be made in English.

6. What are the objectives of TIFA Bharat web portal?
  1. To make funding opportunities available to a wider audience in India and foster fair and open competition for TIFA-funded grants. 
  2. To open opportunities for idea generation from the community. 
  3. To support a standardized and transparent solicitation process.
7. What kind of funding opportunities does TIFA Bharat offer?

Interested organizations can participate in TIFA’s initiatives by responding to:

  1. Request for Applications (RFA): TIFA will periodically post requests for  applications on behalf of the National TB Elimination Program (NTEP), the Central TB Division, and USAID/India.
  2. Open Requests for Ideas: On a rolling basis, organizations with ideas may apply through the Open Request for Ideas tab. Submissions should include evidence-based, cost-effective solutions that show a viable pathway to scale and sustainability.

8. How are submissions reviewed?

Submissions are evaluated based on the eligibility of the organization and the strength and relevance of the idea or proposed intervention. TIFA uses a structured process for application review; applications are screened by TIFA and by a designated review committee. The Central TB Division and USAID also review applications selected by the review committee before an applicant is selected to move forward to the grant co-design phase.

9. What are the eligibility criteria for applying to TIFA opportunities?

The eligibility criteria may vary for each opportunity. Applicants should carefully review the specific requirements outlined for each opportunity before applying.

  1. Not-for-profit organizations must have active FCRA status to receive TIFA funding. 
  2. All organizations applying for TIFA funding must be legally registered in India.
  3. The local chief executive of the organization should be willing to sign a contract grant agreement with JSI Research & Training Institute Inc., a US-based USAID partner.
10. Are there any geographical restrictions for applying to TIFA opportunities?

Some opportunities may have specific geographical requirements, such as having experience working in a particular state or region. Applicants should review the details provided for each opportunity to ensure they meet any geographical criteria.

11. Is there a deadline for submitting ideas/applications/proposals?

Each RFA call has a specific deadline for submitting responses. The Open Request for Ideas accepts ideas on a rolling basis, but will review submissions periodically, as per NTEP needs. Please review the details for each opportunity and adhere to the deadlines mentioned.

12. How can interested individuals and organizations stay updated on TIFA's initiatives and opportunities?
